Zelenskyy delivers rare joint letter to US President and Congress

Ukrainian President Volodymyr Zelenskyy has sent a special letter to both the President of the United States and Congress, calling for swift action to provide greater protection against Russian ballistic threats and help bring the war in Ukraine to an end.

The letter was officially delivered to institutions in Washington yesterday. In a statement posted on his X account, Mr Zelenskyy noted that it is “quite rare for the leader of another state to address both the President and Congress of the United States simultaneously with a letter.” He said the current situation “requires action, swift and effective action.”

“It is important that America hear Ukraine,” the Ukrainian leader wrote. He acknowledged that much of the world’s attention is focused on the war in Iran, but stressed that “the war here in Europe must also be brought to an end – a very bloody war that is already in its fifth year at full scale.”

Mr Zelenskyy argued that enhanced defences are essential before meaningful diplomacy can take place. “The sooner we are able to provide greater protection against ballistic threats, the sooner we will be able to make diplomacy work,” he said. “As long as Russia continues to rely on missiles, its interest in diplomacy is not real. We must correct this. And we can do so only together with America.”

He expressed Ukraine’s gratitude for US support so far, adding that the country “will be even more grateful for a dignified peace and guaranteed security.” He concluded: “All of this is possible – if there is sufficient determination.”

Reports indicate the letter specifically warns of Ukraine’s critical shortage of air defence systems, particularly those capable of intercepting ballistic missiles, and requests additional US-made Patriot PAC-3 interceptors and other systems to strengthen protection against Russian attacks.

The appeal comes as Ukraine continues to face intense Russian missile and drone strikes, with the letter distributed to the White House and congressional leaders including House Speaker Mike Johnson.

Mr Zelenskyy’s intervention highlights Kyiv’s push to refocus international attention on the European conflict amid other global crises, while underscoring the need for sustained American backing to achieve both security and a lasting peace.
